The Governing Council of the Community of Madrid will know today, at its ordinary meeting, the content of the so -called “Report of Allegations” to the Draft of the Autonomous Debt Contest Law and in which the Executive of Isabel Díaz Ayuso would open to participate in the forgiveness, where appropriate, of something more than 8.6 billion autonomous debt. The “Report” was already presented at the Ministry of Finance on May 30 by the Ministry of Economy and Finance of the Madrid community, directed by Rocío Albert. The text includes what some within the capital administration itself consider “traps” that would lead to a change in what has been defended so far by the regional president, which would depart from a certain liberal orthodoxy to embrace more social democratic postulates.
The text sent to the Treasury could be assumed as a plan to sign up for the clison of debt offered by the Government and adds a total of 83,000 million for all autonomous communities. The content, as this newspaper has been confirmed, states that the Community of Madrid opposes financial forgiveness and feeds that it has already presented an appeal against that project at the National Court, which is now in process, and in which it is defended that its entry into force would mean an additional tax burden for Madrid. He also ensures that the plan should not get ahead, because “it is not voluntary” by causing that if Madrid joins, each Madrid would have to face an additional cost of almost 500 euros, although it also recognizes that if it is rejected to accept the foronation, in that case the price supported by each Madrid taxpayer would reach 1,500 euros.
The editors of the “Allegations Report” explore a novel route, but which can put President Díaz Ayuso in a complicated dilemma. They affirm that the condoning plan posed by the Government forces, in short, to adhere to it to all communities, including that of Madrid, if they do not want their citizens to suffer greater loads. It is the search for an option to take advantage of the plan without theory, rectify what Díaz Ayuso and the counselor Albert themselves have defended from the beginning. Even so, despite the fact that the text says that it “forces” the community to accept the condonation, does not confirm that Madrid accepts that “obligation”, but it is an escape in case in the end they would be forced to accept the condonation by legal imposition.
When the Minister of Finance, María Jesús Montero, announced the measure to avoid regional rebellion after agreement with the Catalan independentists to forgive them more than 17,000 million euros of debt that the Generalitat has with the Autonomic Liquidity Fund (Fla), which would save each Catalan 410 euros, for the 483 euros of extra costs for each Madrid.
This was one of the main reasons why Albert showed his indignation at that time when verified that, once studied the methodology used by the Treasury for the damage of debt, it was evident that it was “a custom suit for Catalonia” that favored indebtedness because it left Madrid in a “sperpéntic and intolerable” situation by provoking that “it would cease to be the region of common regime with less percentage of debt with less percentage of debt, for the region of the common regime. This would be the result of the difference between the debt conded per adjusted inhabitant, which in Catalonia would amount to 2,284 euros, while the region directed by Díaz Ayuso could only forgive 1,369 euros. The mandatory or not to accept the condonation will have the last word in this process.
