What did the Government know and what did it do before the massive assault on Ceuta?

If a few days ago I required “extraordinary means in the face of an extraordinary situation” like the one that Ceuta is experiencing since the massive assault in July, the Association for Reconciliation and Historical Truth has now presented to the Government Delegation in Ceuta a documentary contribution and communication of unexpected events linked to the urgent requirement on August 20, a step that “does not alter the eventual judicial avenue for the protection of fundamental rights.” The entity now focuses its attention on several studies published within the framework of the Higher Center for National Defense Studies (Ceseden), the Higher School of the Armed Forces (ESFAS) and the Spanish Institute for Strategic Studies (IEEE).

Two of the documents analyze, before the events of July 30, the “use of migratory flows as an instrument of political and diplomatic pressure and the existing strategic tension with Morocco in relation to Ceuta and Melilla.

The association specifies that these works “are academic and analytical studies and do not constitute in themselves an official statement from the Ministry of Defense that attributes responsibility to Morocco,” but rather that “their importance is different: they demonstrate that prior to the crisis, the instrumentalization of migration, hybrid threats and the strategic vulnerability of Ceuta and Melilla were risks already studied in bodies linked to the Ministry of Defense itself. For this reason, he considers that “the question can no longer be limited solely to determining what the State did after July 30. Also It is necessary to know what risks were previously identified, what preventive mechanisms existed and what information had been transferred to the competent political and operational bodies. Thus, the association asks to know “who knew about these analyses” and urges Defense to “certify the authenticity, date, authorship and nature of the documents and, especially, to determine whether its conclusions were forwarded or made known to the Presidency of the Government; Department of Homeland Security; Home Office; Ministry of Foreign Affairs; Government Delegation in Ceuta and border coordination bodies or other authorities competent.”

The entity demands that “a complete list of the studies, analyses, reports, evaluations, briefings and working documents prepared between January 2021 and July 30, 2026 by bodies dependent on the Ministry of Defense related to the instrumentalization of migratory flows be incorporated into the file; hybrid threats linked to Morocco; risks relating to Ceuta and Melilla; land and maritime border vulnerabilities; diplomatic coercion through immigration pressure; early warning and prevention; inter-ministerial coordination and scenarios of massive entry or saturation of capacities in Ceuta.

One of the reports provided as evidence by the Association for Reconciliation and Historical Truth The reason

The association also requests that “the evaluations, alerts, notes or communications prepared during June and July 2026 be specifically preserved and, particularly, during the days immediately preceding July 30relating to a possible increase in migratory pressure or the need for preventive reinforcement.

The document also demands that all this documentation “be subject to immediate preservation, preventing its destruction, deletion, overwriting or lossand that it be incorporated into the administrative file that may be subsequently sent to the judicial body.

The entity understands that these documents “can become essential evidence to determine whether the risk was foreseeable; what information the authorities had; what prevention mechanisms existed; “What decisions were adopted and whether the state response was sufficient in the face of a threat whose nature had previously been the subject of study.”

It also demands that, in the event that any documentation is “classified or subject to reservation, there should not be a generic refusal, but rather that the existence of the document is identified, to the extent legally possibleits date, author body and subject matter, assessing forms of partial or expurgated access.

The association believes that the documentation now located can introduce an especially relevant element in the legal analysis of the crisis. May these reports prove who was behind the events They do demonstrate that the strategic risk of migratory instrumentalization on Ceuta and Melilla had been previously studied. That is why we want to know what the State knew, when it knew it, to whom these analyzes were transferred and what preventive measures were adopted,” they conclude.

Effective application of legislation

The action is integrated into the legal strategy initiated on August 20, when the association formally requested the Government to adopt extraordinary measures in Ceuta, reinforce the immigration and security resources, execute the legal procedures and activate the European cooperation mechanisms. The entity maintains its initial position: it does not request collective or indiscriminate expulsions, but rather individual identification, effective application of current legislation, respect for legal guarantees and protection of the security and rights of all affected persons.
