Crucial days are coming for the General Mutuality of State Civil Servants. After the rejection of the insurers to the offer made by the Government, which offered a 14% premium increase, On October 8, the Council of Ministers approved the tender for the Muface concert for the 2025-2026 bienniumwhere mutual insurers are offered an increase in the annual premium of 17.12%. November 5th, deadline for Muface and the Government
After agreeing on the new tender, The Government gave insurers until November 5 to make a decision. In this sense, they must decide whether to accept the established offer or, on the contrary, make a counteroffer.
According to some sources in the sector, Insurers would not welcome the offer launched by the Government since it would mean continuing with annual losses.. It must be remembered that, as confirmed by the insurers themselves, the balance of losses to date amounted to 200 million per year.
Offer conditions
The contract offered to Muface is for 2,681 million euros distributed between 2025 and 2026which represents an increase of 17.12%. Specifically, the average per mutual member would go from 1,032.12 euros to 1,208.81 euros in 2026.
For now, The current concert is valid until January 1, 2025so the Government and insurers have until that date to agree on the terms. If no agreement is reached, the public body could disappear. For their part, insurers have until the first week of November to provide a response.
Consequences of disappearance
If an agreement is not reached between insurers and the Government, the mutual benefit of civil servants would disappear, causing serious problems for public health. Its elimination would mean that, as of January 1, more than 1.5 million civil servants would transfer to the public systemgenerating a much larger collapse than currently exists. If public healthcare is already highly stressed due to poor quality and long waiting lists, the disappearance of Muface would cause these problems to become even more serious.
In this sense, the only ones who would benefit from this sabotage by the Government of the Muface regime would be private healthcare userswhich would see their centers decongested by 1.5 million people.
Differences between Muface and Social Security
In the General Social Security Law, the functions of these two organizations are somewhat diffuse and not very illuminating; even in some sections, the areas covered by each of them are not identified, establishing certain gaps that can lead to confusion.
Muface is a public and autonomous body that is supported by the Ministry of Finance and Public Function with the Secretary of State as mediator. Its main functions include the management of social benefits and Social Security health care.. However, the occupation of this entity resides only among civil servants.
