Trade union rebellion against Montero and Óscar López for “abandonment of functions” and breaches with officials

The unions no longer believe the “false promises” of the Treasury and Public Function and have decided to go to action, with judicial complaints and mobilizations, without even ruling out a general strike of the public service. CSIF has filed a demand for contentious-administrative appeal and in the Superior Court of Justice of Madrid (TSJM) for the “repeated breaches” in the implementation of teleworking in the General State Administration (AGE).

The union accuses public function of inaction in their duties and asks the TSJM to force him to regulate teleworking in the AGE, which means that the regulatory development of the Royal Decree of 2020 is completed in the scope of their competences, in which other measures that remain without seeing the green light are also pending, such as the rules on performance evaluation, improvements in mobility and professional career. In addition, they remember that “we remain pending that they provide concrete figures on the offer of public employment, which remains without realization.” This union accuses Public Function and its owner, Óscar López, of “abandonment of functions in the development of fundamental issues for the working conditions of public employees.”

The unions have transferred their discontent with public function by how they are managing the issues that have to do with public employment and, although they have assured that dialogue is “fluid”, they indicate that the ministry and trade union organizations are speaking “different languages.” They have also made it clear that they will not begin to negotiate a new framework agreement without being agreed in the last one.

To all this we must add the last disappointment with the Public Employment Offer (OEP) presented by López. UGT, CSIF and CC OO have rejected the new OEP of 2025 and the Ministry of Public Function has closed the table, so that the Government will approve on its own the new OEP in the Council of Ministers without counting on trade union support.
