The National Police has eight files open for sexual assaults on agents assigned to embassies abroad. Those investigated are throughout the ranks of the Corps, as this newspaper has learned. The cases are judicialized, so the internal investigations are on hold, as indicated by the organic law of the disciplinary regime, waiting for the courts to resolve them. In addition to these cases, as LA RAZÓN revealed, a police officer has denounced the head of the Ministry of the Interior at the Kenyan embassy.
Sources close to the International Cooperation Division (DCI) confirm to LA RAZÓN that they have eight police officers ‘marked in red’ for “very serious” behavior, such as sexual assaults. These investigations were launched when the anti-harassment protocol of the National Police was in place. Even those that occurred from managers to subordinates.
After learning of the complaint for alleged violation against the former deputy operational director (DAO), José Ángel González, all eyes were focused on these internal regulations, questioning whether it failed because the accused was the highest operational head of the institution. The sources consulted explain that this mechanism was not put in place simply because the alleged victim did not report through internal channels, but rather filed the complaint in the court of violence against women last January.
The inspector, who had a previous relationship with the DAO – alias “Jota” – resigned at the end of July last year, three months after the alleged violation. He did so when he started his new job in the Human Resources subdirectorate, located in the same building as his attacker. The Ministry of the Interior is investigating, among other things, why he ended up working in those offices.
In the spotlight is the role of commissioner Óscar San Juan, close advisor to “Jota.” The complaint states that he tried to “buy” the complainant’s silence through calls and messages. One of them, from July 13, is very relevant. The commander told him by phone to choose “what destination/job I want to go to and when I have it in mind, I will send it to you via WhatsApp.” One of those offers, as published by LA RAZÓN, was an embassy, one of the most sought-after destinations due to the high remuneration it entails.
Among the senior officers, they point out that the procedures to send her to a position abroad were carried out through, precisely, “persons in charge” of the International Cooperation Division, which is responsible for deciding which agents are “awarded” with those jobs together with the general directorate of International Relations and Immigration of the Ministry of the Interior. The sources consulted explain that “Jota” had “total power” in the DCI.
The sources consulted within the DCI deny the major. His commanders were unaware of the facts of which “Jota” is accused and that they would “never” have allowed a movement that would involve hiding a sexual assault. And as an example, they give the eight files that they have open to different police officers that that department assessed as the most optimal to represent Spain in a foreign diplomatic delegation.
Commissioner of India
The last case of a police officer accused of sexual assault and workplace harassment of a colleague was known a year ago. This is Commissioner Emilio de la Calle, Interior Attaché in India until April 2025, when he was dismissed “from the first moment” the facts became known, as happened with the DAO a week ago. In this case, the anti-harassment protocol worked perfectly, since a month earlier the Corps reported the facts internally to the secretary of the General Subdirectorate of Human Resources.
The judicial investigation is carried out by the Investigative Court number 1 of the National Court. According to the victim’s story, an agent subordinate to Commissioner De la Calle, explained that the events occurred between the summer of 2024 and the early stages of 2025. The police commander approached her home without justification and asked her to communicate her daily agenda in detail. There were also comments of a sexual nature. “Wear necklines for these holidays, you have a very nice neckline,” he told her on one occasion.
The complaint relates an episode in which the agent lost consciousness and her superior gave her a kiss on the “corner of her lips that she did not consent to.” Other comments were like “you have a great guy”, “do you have shorts?” Let me see your leg. I mean something… I don’t care to see you in panties, huh. He even ordered him to go “home, take a shower, take out the Satisfyer…”.
The situation worsened with a pattern of humiliations. There were calls at odd hours, insults and contempt. Also physical attacks, such as slaps, and an episode in which she was violently grabbed by the arm and pushed aside at a public event. Even a threat: “I’ll give you a damn, I’ll drive you crazy, huh.” Judge Francisco de Jorge prohibited any communication with the complainant. The case is still being investigated.
