The “5G Emergencies” project, awarded to Telefónica by the Generalitat Valenciana, is an initiative aimed at evaluate the potential of networks on the ground 5G as a complement to current emergency management systems.
The initiative will launch four pilot tests that will take place in different parts of the Valencian Community —two urban areas, an industrial area and a rural environment—, which will allow the behavior of the technology to be analyzed in scenarios with different population densities, infrastructures and coverage levels. The purpose is to see if 5G can strengthen operational coordination and improve response capacity in complex incidents without replacing the existing critical network.
Telephone acts as technological partner responsible for the deployment of network infrastructure and to guarantee the necessary connectivity for the use cases that will be tested. Atika Technologies, a Spanish company specialized in critical 5G and 6G communications, operates on this basis, participating as a main collaborator by providing its 5G Core, designed specifically for mission-critical environments.
Atika’s Core 5G is designed to manage data traffic with low latency, high reliability and prioritization of essential services. This is key as it enables advanced communication capabilities for emergency services. Until now, operational management has relied mainly on voice communications. Although effective, these present limitations in scenarios that require massive transmission of data in real time.
Thanks to the combination of Telefónica’s infrastructure and Atika’s 5G core, The project will evaluate advanced functionalities such as live video transmission from the fieldthe integration of drones and mobile cameras, the advanced positioning of responders and the connection of environmental sensors.

The ‘5G Emergencies’ project of the Generalitat Valenciana seeks, among other use cases, to demonstrate how the Core 5G can improve real-time decision making and strengthen coordination between agencies in emergency situations“said Francisco Cámara, Project Director of Atika.
A differential element of the project is the technological origin of Atika, linked to advanced tactical communications for defense and critical mission. The application of these capabilities to the civil management of fires, natural disasters or major events shows a strategic convergence between defense, security and civil protection.
The initiative is coordinated by Infrastructures i Serveis de Telecomunicacions i Certificació (Istec), a public entity attached to the Ministry of Finance and Economy, at the proposal of the Valencian Agency for Security and Emergency Response (Avsre), dependent on the Ministry of Emergencies and Interior.
