A dignified retirement, the loss of powers, the controversial reform of the Citizen Security Law, the lack of human and technical resources… the list of grievances with national police and civil guards by the Government, and more specifically by its Minister of the Interior, Fernando Grande-Marlaskait’s endless. But, without a doubt, the most recurring issue is the equalization of salaries of the State Security Forces and Corps with the rest of the regional and local police forces. Because despite having signed an agreement in 2018, its non-compliance remains flagrant.
And to prove it, nothing better than data. After the so-called equalization by the Government has taken place, the gross annual salary of a category 1 mosso d’esquadra would amount to 39,729.26 euros, compared to 33,546.07 for a police officer or the 33,124.63 of a civil guard. Or what is the same, The latter receive around 15.56% and 16.62% less salary than a Catalan police officer, and all this without taking into account productivity, shifts, overtime, etc. A difference that increases the higher the position, as reflected in the report prepared by Jusapol.
In the case of making the comparison with a category 2 mosso (41,375.91 gross euros per year) The salary gap widens to 7,829.84 euros per year, in the case of police officers, and 8,251.27 eurosin the case of the civil guards. If we analyze the monthly figures, the salary differences range between 550.39 euros and 687.61. Thus, a civil guard can earn up to 20% less each month than a Catalan agent.
If we look at the extra pay, an agent of the Mossos d’Esquadra charges up to 5,709.25 euros per year in extra payments, compared to 3,370.16 that a police officer or civil guard receives for the same concept. We talk about a difference of up to 3,511.97 euros only in this conceptwhich contributes to widening the wage gap. And why does this happen? Because the remuneration system of the mossos includes a single specific supplement, from which all their salary increases are derived, which makes it easier for the amount of extraordinary payments to be doubled.
In the case of police and civil guards, their payroll is broken down into several complements, and some of them are not taken into account to quantify these two payments. This is the case of the Singular Specific Complement, which is where the money from the salary increase is incorporated and which is discarded when calculating extra payments or retirement.
What happens with retirements?
The refusal of Pedro Sánchez’s Executive to recognize national police and civil guards as a risky profession, It directly affects your retirement, specifically early retirement. In what sense? After turning 65, the difference is still abysmal. The State Security Forces and Bodies They retire earning up to 14,280.56 euros less per year than a police officer. That is, their monthly salary would be 2,155 euros, 32.13% less than the regional police officers.
I vote against the PSOE
This Tuesday, Congress will debate a Non-Law Proposition (PNL) registered by the PP on May 17 for real equality and early retirement. It must be remembered that The Senate has already approved by 147 votes in favor and 103 against, including those of the PSOE, a Proposal of Law of the Popular Party, whose objective was to include members of the National Police Corps and the Civil Guard within the list of risk professions. Specifically, the initiative, which modifies a Social Security decree, had the favorable votes of PP, Vox and UPN, while PSOE, ERC, Bildu and Sumar voted against. Junts and PNV, for their part, abstained.
Rule that will have to be endorsed in the Congress of Deputies to come into force. And this is where Sánchez and his government partners will have the last word. At the moment, this Tuesday the PP’s Non-Law Proposition on real equality is being debated, which refers to four very specific points:
- Commission a new external consulting report that indicates the amounts pending to be allocated, position by position, until the real, total and absolute equality of the National Police and the Civil Guard with the Regional Police.
- Run the third clause of the 2018 Equalization Agreementto allow the return to active life of police officers and civil guards who are in an administrative situation of Second Activity or Reserve, recognizing their right to equalization.
- Prepare a Law on remuneration of the State Security Forces and Bodiesor that prevents new inequalities in the future in relation to the rest of the Police in Spanish territory.
- Proceed to the appropriate studies and legislative modifications, to approve the early voluntary retirement to National Police and Civil Guards.
