The myth of the soon return

In one of these twists in the story, which no longer even make us dizzy, last week brought us the new position of the Executive that sends messages, in Spanish and in Arabic if necessary, about the impossibility of staying in Spain by entering illegally through the Ceuta border. The first instinct of “agitprop” is far away, the one that came out just two days after the massive violation of our border, consisting of trying to make a profit by pitting the PP against Vox over the distribution of minors. Those that were going to be distributed in a hurry, as a first measure, without even knowing how many there were.

We are now on another screen. The one in which Marlaska tells anyone planning another mass entry that those who remain there “are going to stay in Ceuta, they are not going to go to the peninsula, they are not going to be regularized. “They are going to return to Morocco.” There is, therefore, an agreement: Marlaska says that they will return, Vivas demands that they be returned to their country quickly because the situation is unsustainable and even Vox demands that they return to Morocco, adults and minors, as soon as possible, although it goes beyond all dignity by talking about “hunting” them. They must return. It is not an illogical proposal, since not trying to do it, bringing them to the peninsula, would send a message so clear that it would be enough to promote one and another “Harrega” meeting that from now on the youth would make at the request of those who pull the strings in their country.

The Moroccan authorities play their own propaganda agitation. In fact, they gain experience from afar from the new sorcerers of political communication. Morocco has never told the whole truth even by mistake, it has used in its favor what was against it and has held Spain responsible for what were clear strategies on its part. Everything that we have learned to filter with Sánchez, we had to know how to filter since the time of Hassan II. So now in official or unofficial accounts it seems that Spain has kidnapped its minors, that their parents and the entire country are waiting for them while the evil Spanish legislation holds them against all reason. The world must know that Morocco is a modern country that does not repel its nationals, that awaits them with open arms. A fig

The point is that the prompt return of the thousands of foreigners who remain in conditions beyond dignity on the streets of the city they invaded is not easy. It is not easy, nor fast, nor will it accept shortcuts. It is not going to do it with minors or asylum seekers, much less with sub-Saharans who the Moroccan authorities have already said they will not admit back. So the real problem is how normality is going to be restored in Ceuta, complying with all the premises that have been indicated so far: that no one enters the peninsula, that everyone returns to Morocco, that things are done in accordance with Spanish and European legislation and with respect for human and asylum rights and that it is done quickly so that the people of Ceuta, who also have constitutional rights that there is an obligation to preserve, can live with dignity again.

The Government is very clear that shortcuts do not pay off for those who take them. And in September of last year, the Provincial Court of Cádiz sentenced the former Government delegate in Ceuta, Salvadora Mateos, and the former vice president of Ceuta, Mabel Deu, to 9 years of disqualification for the returns of minors “after maintaining contact with different ministerial departments of the Government…”, since in the case there appeared messages crossed with the cabinet of the vice president Carmen Calvo. «A letter to the Government Delegation would be enough. Morocco has said that they have to return and we have to invent the procedure. If you request a refund, we can now bend the hand of the Prosecutor’s Office” can be read in these. There is evidence in this judicial case that the Government tried to find a formula to return the minors involved in that avalanche. «Interior insists that if you make a request from your entity for the minors to be returned, they will begin to manage it. “On the other hand, the prosecutor continues with his thesis of registering unaccompanied minors and their schooling.” The talks were interrupted after Calvo left the Government and coordination passed into the hands of Bolaños. The return, in application of the bilateral pact of 2007, was requested in August and, immediately afterwards, a communication was received from the Interior that urged it to be implemented and ended with the tagline “respecting the current legality of immigration and minors.” This has saved the Interior interveners from judicial condemnation. Despite encountering opposition from the official in charge of minors in Ceuta, the operation was launched on August 13, without individualized evaluation of the minors, and it was the appeals presented by civil organizations before the judge that caused it to be paralyzed. Marlaska always defended the solution adopted, although the Government delegate ended up dismissed and, later, convicted of prevarication.

With this history, does anyone think that no authority is going to attempt to forcefully return the minors as even Morocco seems to urge? You already know the answer. There will be no search for a quick solution for return. So, whatever they say with their mouths when speaking into the microphone, the truth is that the situation runs the risk of becoming chronic and disrupting citizen life and the safety of migrant minors for a longer period of time.

The PP’s new proposal, to use the regulations derived from the EU’s European Asylum Migration Pact, calls for suspending the right to asylum although in reality, even though Morocco is considered a “safe country” for these purposes, the refusal cannot be immediate, but can be carried out through more agile procedures, but procedures. Relying on other regulations derived from the pact, which expedite returns, would require demonstrating that a country has instrumentalized the migratory avalanche and that, although there is almost no one who is not clear about it, is not even in the plans of the Government that speaks of a “reliable partner” nor does it seem so easy to demonstrate.

So the soon return is neither “Nietzschean” nor real. That is why it is essential that we immediately find a way to care for those human beings who have become a problem for the inhabitants of a city in which, as its president says, there may soon be serious and irreversible problems. Let’s touch reality. Our legislation does not allow shortcuts. Resolve quickly, manage, provide means. Do not repeat myths, even though it was Hercules who separated Ceuta from Algeciras.
