It’s official. The insurers Asisa, Adeslas and DKV have confirmed this morning that they are giving up on the next MUFACE concert. After several months of reflection, the mutual societies have decided to reject the offer proposed by the Government, which applied an increase in the annual premium of 17.12%. Insurers have understood that the offer is totally insufficientand will no longer serve MUFACE as of January 1.
The General Mutuality of State Civil Officials (MUFACE) is responsible for covering the health of all teachers (kindergarten, primary, secondary and universities), to the Treasury and Labor inspectors, to the National Police. However, the rise in prices and the continuous losses of money by insurers have caused them to withdraw from the concert, which implies that, looking forward to the years 2025 and 2026, there are no insurers linked to the mutual society.
This means that more than one and a half million people will be left without private health services. However, MUFACE has already shared a statement clarifying the situation.

The Ministry for Digital Transformation and Public Service has posted a MUFACE statement on its website clarifying what will happen to civil servants after the abandonment of the insurers.
According to the message, “all Muface mutual members, both the owners and the beneficiaries, will continue to receive the same health care that they enjoyed under the current conditions”.
How does the abandonment of insurance companies affect me?
If the literal nature of the statement is taken into account, All those beneficiaries of private healthcare will not be affected by this withdrawal. Users will continue to enjoy private healthcare under current conditions, since the Government has assured that MUFACE, “as a contracting body, it will begin work for a new tender”.
Therefore, despite the fact that the tender ends on January 1, 2025mutual members will be able to continue with their private healthcare normally.
What offer had the Government proposed?
The contract offered to MUFACE was 2,681 million euros distributed between 2025 and 2026, which represented an increase of 17.12%. Specifically, the average per mutual member would go from 1,032.12 euros to 1,208.81 euros in 2026.
This proposal represented “the largest increase in history” according to the Government, which increased the premium from 14% to 17% after the insurers did not show up to the negotiating table at first.
Adeslas and Asisa: no to MUFACE, yes to MUGEJU and ISFAS
Adeslas and Asisa have decided that they will appear at the concerts of the Justice (Mugeju) and Army (Isfas) officials.. In these two mutual societies, the beneficiaries reach a total level of more than 500,000 beneficiaries.
“With this decision, Adeslas maintains its commitment to the administrative mutualism system for those mutual societies that make it sustainable, due to the benefits it offers to officials and their families and the advantages it represents for the entire Spanish health system,” explains the insurance.
For its part, DKV has rejected any contract with MUFACE or MUGEJU. They assure that the company has losses of 77 million euros in two yearsalmost the same as in the previous concert, which lasted three years.
