He Council of Ministers this Tuesday faces a meeting marked by last-minute negotiations to carry out a new housing decree. The Government is working to close an agreement on a package of measures that includes greater protection against evictions, changes in rental contracts and new actions on tourist apartments.
The positions within the Executive are not yet closed. While the socialist sector is optimistic about the possibility of reaching an agreement, Sumar considers some of the proposals insufficient and calls for expanding the measures. Among the points of negotiation are the duration of contract extensions, the regulation of seasonal and room rentals and protection against evictions.
The Ministry of Housing has proposed a package of ten measures that contemplates, among other issues, the stabilization of rental contracts, the regulation of seasonal rentals, a VAT for tourist apartments, tax credits and aid for the purchase of the first home. It is also proposed to strengthen protection against evictions and protect the state housing stock.
The meeting also comes with pressure from the street. The Puerta del Sol camping, emerged after the eviction of Maricarmen, maintains its demands and calls for broader measures to avoid new similar cases. Sumar has also proposed incorporating into the decree the expropriation of the apartment in which Maricarmen lived, although this proposal generates differences within the Government.
The agreement that the Executive can reach will only be the first step. A possible royal decree law must subsequently be validated by Congress, where the Government will have to seek sufficient support among its parliamentary partners.
