Purpose

This website is dedicated to providing support information to the CMS user community. CMS is the Construction Management System software created for statewide ODOT use and maintained by the Division of Information Technology by direction of the Office of Construction Administration in the Division of Construction Management.
History

CMS was implemented in 1993 to replace the old Construction Estimates (CE) system which processed estimates for state projects.  CMS was the first large system that made use of PCs, client-server software, and LANs/WANs.  Projects are loaded from AASHTO's Trns*port (formerly known as BAMS) into CMS and then the daily construction activities are recorded online.  The system generates estimates on request and passes that information onto Accounting. CMS has two major subsystems:   Construction Administration Subsystem (CAS) and Testing Administration Subsystem (TAS). The following gives a brief description of CAS and TAS.

Construction Administration Subsystem (CAS) - manages projects from award to finalization keeping track of contract information and contractor payments. Data is captured and stored for the following major areas: daily diary, project reference detail, estimates, change orders, cost analysis, finalization, contractor/subcontractor, project monitoring, and construction monitoring.

Testing Administration Subsystem (TAS) - manages the testing of materials that go into a highway improvement project. Data is captured and stored for the following major areas: materials, producer/suppliers, welder/technicians, job mix formulas, project/PO, material assignments, and material sampling & testing. In addition, the TE-24 has been automated allowing suppliers to enter their own information.
